Louis J. Celli Jr. is a Washington D.C. based professional consultant and trusted policy expert who has worked in the veteran, military, small business, and international affairs space for the past two decades. A proven leader in and out of uniform with multifaceted experience and a diverse skill base, Mr. Celli is a highly respected thought leader on Capitol Hill and throughout the Administration and across party lines.
After retiring from the United States Army Mr. Celli founded and lead a nonprofit organization serving the mil/vet community with entrepreneurial programs and services for ten years, while serving as a volunteer Sergeant for the Middlesex Sheriff’s Office nights and weekends.
Mr. Celli is the founder of an innovative nonprofit community-based organization that developed a U.S. Small Business Administration veteran entrepreneurship program to assist veteran business owners through the business development life-cycles, securing millions of dollars in federal and private grant funding.
As Executive Director of The American Legion Mr. Celli served as the principle representative for the White House, both chambers of Congress, and the Department of Defense. He managed a total budget of $12M across 4 divisions while leading 120 staff and contract personnel, and reported to a 54-member Board of Directors, while overseeing policies and field operations for 3 million members.
Louis was an integral collaborator with the Department of Veterans Affairs and Cerner Corporation executives to successfully lobby Congress to fund one of the largest federal modernization contracts in history, to modernize electronic health records through a 10-year implementation process.
A graduate of Harvard University, Louis lives in Montgomery Village, Maryland with his wife Elise and together they have six adult children and one grandson named Jayden.
